Sorry to take so long to respond, I missed your email yesterday. But here's my two cents worth...
Inkjet Transfer Paper is heavy waxed paper, so the ink from the printer sits up on the waxed surface in little round droplets. When it's transferred to the block, the little droplets can spread somewhat so the lines may not be super crisp. I haven't found it to be a problem myself because for what I do, it's still more accurate than what I get from hand drawing an image using carbon paper. It works best on absorbent surfaces like Shina or linoleum; something hard like Cherry might be more problematic - I don't know because I haven't tried it yet, but I know it doesn't work at all on non-absorbent surfaces like plastic, Resingrave or Gomuban. Also, I've found it's a good idea to tape it down to the block and place Ategami or a piece of bond paper between the Inkjet Transfer Paper and the baren so the baren moves smoothly and it doesn't shift while you're rubbing the back.
You have about five minutes of working time before the ink air dries to the point where it won't transfer well, so John might experiment with allowing it to dry for a minute or two before doing the transfer. That might stiffen up the ink so it doesn't bleed. I don't know about dampening the block first - might work, might make it bleed more. It probably depends on the chemical makeup of the ink, whether it's water soluble or water repellant. It's certainly worth a try!
I love John's point about printing a color image so you can see exactly which color you want to carve, that's a great suggestion.

And we can finally wrap this one up this evening. The last impression to involve pigment is the border lines:  And I then followed this with the outer embossing pattern.
