Assuming the paper you are using is properly 'sized', you are using enough
paste for the thin washes and you are using good baren pressure, etc,
etc.....you say 'rice paste mixed with watercolor'....are you mixing these
on the block itself or see One-Point lesson #24 for a different technique
for printing consistent delicate colors, this involves mixing the color
and paste on a tile before applying to the block:

I looked at the image some time ago and because of a computer problem
lost your original post. Then the alligators became prevalent and did
not get back to answering your query.

I am wondering if the paper you are using is properly sized. If you
have checked this and still getting the blotchies, then is must be the
application.

The other factor, is to make sure that you have charged (mixed) the
brush evenly with pigment and rice paste. I have always done this on
the plate.... this is always best as it charges the brush as well as
the grain of the wood surface. I have layed down such soft colour
that you could hardly see it on the print (when dry).

Why so soft you ask?
If I want a very smooth lay of colour, then I often print it 2 and 3
times depending on how large the area is and therefore more obvious
space that shows those darn brush marks. Your little vase needs the
assist of 3 lays of colour. By the way it is the only way to get a
lovely bokashi.

Did you prepare you brushes .... you know the needle shape of the
hair....

If you have done all of the above, then I have to take you back to the
paper.... Please advise what paper you are using. Did you purchase
commercial rice paste... maybe that is gone south, (bad). Did you
make it yourself. Have you mixed up a binder (paste) using
cornstarch. This is easier to mix and effective. The last offering
is.... when you prepared the surface of your plate did you sand it
down with the 3 even 4 grads of sandpaper for a completely flat and
satin smooth surface.
