When a size is specified for an exchange it is clear that entrys cannot be larger than specified -- but what about smaller? For a 7.5" x 10" can a 7 x 9 print be submitted for instance?

The decision to reject a submission is very difficult for coordinator and
exchange manager -- to date we have not rejected any print that I'm aware
(no guarantee that prints will not be rejected, though)... PLEASE! When
you enter an exchange you are honor-bound to do your best to comply with
the exchange intent and specification! We try to make each exchange
consist of similar size sheets -- so 7.5 x 10 means 7.5 x 10...
