Wow! It's NOT easy to learn. It was easy enough to follow along if you
started at version 3. But I pity my students who have to start learning
today from scratch. I personally stopped at about version 5.5/6 and have
been using The GIMP. (It exists for Windows, but is about half as
user-friendly as Photoshop if you don't know what you're getting into.)
The great thing about the GIMP is that it's FREE! The latest version is
about as sophisticated as Photoshop 5 (ish)--and probably more powerful
because of the scripting abilities (which I have no idea how to use).

Pardon the bare-bones site. The software itself is much, much better than

Do you already have a copy of photoshop, or are you looking for a photo
editing tool? Most digital cameras come with a CD of software for photo
editing. It's not very sophisticated software, but it usually does the
trick when it comes to resizing and doing minor touch-ups.
There are lots of graphical tutorials on the internet. Doing a google.com
search for "photoshop resize" found me this one:
